This passage seems to have been directed at the church in Ephesus only. It was a wild church, see Acts 19, and the women were interrupting church meeting, etc.
So today's woman needs to be encouraged and set free by the church do be all God has called her to be. That includes leadership ,too. Her focus is on God , her husband if married, and kids.
